basically how do you do it,for instance is it possible to change it to a U.K. or U.S. IP?
and if so would that get around the listening and viewing restrictions on some websites?

Changing your IP like that would be something called a "Proxy"
Otherwise there are such things as "Static" and "Dynamic" IP's from your ISP
Static means it cannot change well it shouldn't.
Dynamic means it changes or you can change it but within a range ie it will never or shouldn't leave the first two *.*. in your IP
Proxy's are easy to do to say you are from somewhere different bypassing bans etc
If you need a proxy website a good one is www.xroxy.com
Oh and if you need to know how to do it it's fairly simple just ask

U cnt change ur ip adress without changing service provider - then ur ip will go to someone else and you will get that ip.

yh it is possible to change your ip but like you said only 2 or 3 digits will change, resetting your modem is 1 way and leaving it off for about 5 mins plus all the computers its connected to
